This position is located in the Air Traffic Organization, Safety and Technical Training, Technical Training, Technical Training Planning & Analysis Group (AJI-2200). This Group is responsible for developing, maintaining, and serving as stewards of technical training¿s business processes, data, policy, systems, and services.
Duties Help

As the Project Manager for Technical Training Business Processes, applies experience and expert knowledge of project management principles and methods to determine project requirements for contract support and to prepare documentation in support of current and future contracts. Is a recognized subject matter expert on technical training program management and training quota allocation for the Air Traffic Organization. Plans and carries out challenging and complex assignments to develop new and innovative approaches, methodologies, and techniques to improve, maintain, and enhance automated systems used to support the technical training quota management system. Works across functional and/or organizational lines to establish schedules between Service Areas to resolve conflicting quota needs. Identifies and resolves challenging problems or issues that often cross organizational boundaries and have an impact on the accomplishment of strategic objectives.

Provides leadership for highly complex and challenging activities under the minimal direction of a manager or executive. Leads complex projects to maintain and enhance the Comprehensive Management Resource Information System (CMRIS) Quota Management Tool.  Utilizes a variety of project management strategies to organize teams and drive projects to completion in alignment with program goals and objectives. Develops, schedules, coordinates, and manages project plans, activities, and resources. Coordinates with cross-disciplinary team members to ensure alignment with project requirements, deadlines, and schedules. Identifies, defines, and organizes resources for large projects. Acquires and allocates resources to accomplish activities within established schedules and budgetary requirements.

Applies Acquisition Management System procedures to evaluate and develop new an innovative procurement methods. Develops acquisition strategies, defines project requirements for contract support, and conducts spanet research to identify potential contract sources. Leverages expertise in acquisition and procurement processes to assess procurement options and prepare documentation supporting current and future contract actions.

Applies technical training deployment policies and procedures to identify, validate, and allocate technical training requirements and quotas. Uses quantitative and qualitative analytical methods to evaluate training requirements data and strengthen the training quota management process for the Air Traffic Organization¿s (ATOs) air traffic and technical operations workforce. Determines project needs requiring contract support and develops the supporting requirements for acquisition planning. Updates the Technical Operations Call for Training Guide, recommends modifications, and develops options for management on a range of planning and programmatic issues.  Prepares reports, issue papers, and briefings to communicate findings, support decision-making, and inform leadership on training program impacts and requirements.

As the Technical Training Planning & Analysis Group (AJI-2200) principal point of contact for the Electronic Learning Management Systems (eLMS), schedules, coordinates, and oversees AJI activities related to the FAA Electronic Learning Management System (FAA eLMS). Responsibilities include entering data into the system, updating user accounts, and generating reports. Interfaces with the ATO PL1 Administrator to review and approve requests for e-LMS administrative access, ensuring these activities support overall project objectives and contribute to successful, on-time, and within-budget project completion.

Contacts are internal and external. Often represents AJI as a principal point of contact to provide advice and guidance on the applications of policies and procedures related to AJI business process automated systems. Formulates and recommends to senior management positions on major projects/ policies/issues.

Qualifications

Candidates must have one year (52 weeks) of SPECIALIZED EXPERIENCE equivalent to at least the next lower grade level (FV-I or FG/GS-13) that is typically related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, specialized experience must have been at least equivalent to the next lower level in the normal line of progression for the occupation in the organization.

SPECIALIZED EXPERIENCE is defined as:

  • Experience with acquisition and procurement processes to develop and recommend improvements.
  • Experience preparing management reports and contract documentation to support current and future contracts.
